What is Colorado Universal Preschool?
Universal Preschool (UPK) is an exciting new initiative with plans for all 4- year-olds to access at least 15 hours of state-funded, voluntary preschool beginning in the 2025-26 school year.
Who is eligible for preschool support?
All Colorado children who are 4 years old on or before October 1, 2025, are eligible for up to 15 hours of Colorado UPK in the upcoming school year. Families may qualify for more free hours based on a number of qualifying factors, per available funding.
Which programs are participating in UPK?
Colorado UPK will provide families with pre-k options that best fit the needs of your student and family.
How do I apply for my child to attend UPK?
Families may go to upk.colorado.gov to access the family application portal which allows families to express preferences for provider type, hours, and location.

Programs under UPRAD include:
- Community Paramedic Program – The program focuses on increasing access to care for marginalized persons in geographically isolated locations such as our community.
- Mental Health Assessment Program (MHAP) – Community paramedics respond to patients in behavioral health and substance use disorder crises in place of the traditional first responder model.
- Healthcare Options & Mobility Engagement (HOME) Program – This program is again focused on increasing access to care for persons marginalized by geographic isolation.
- Physician Oversight Program (POP) – Community Paramedics team up with physicians to increase access to care for patients that are not able to get to the physician’s office, laboratory, or other services.
- Food Insecurity Support & Help (FISH) program – Connect under Food as well?! This is part of UPRHSD’s work to screen for needs related to the social determinants of health and provide referrals and support services so patients can focus on addressing their healthcare needs instead of worrying about where their next meal will come from.
